VCTAT

A Value Chain Fund is established within the PCU which provides matching grants to value chain actors, with the goal of developing producer-public-private partnerships. The Value Chain Technical Assistance Team addresses the lack of quality advice in the region and engages the private sector to build win-win partnerships for various products and value chains.

This sub-component includes a significant programmatic shift: IFAD has re-strategized the value chain service approach, transitioning it from a matching grant design to the 4P business model. Activities now focus on the “4P Business Development model,” which links private, public, and producer partners in mutually responsible partnerships. Core responsibilities of the Value Chain Technical Assistance Team (VCTAT) include:

  • Development of bankable business plan
  • Development of 4P facilitation manual
  • Capacity building of farmers through ToT’s & farmers’ trainings
  • Organize international exposure visits for the value chain actors
  • Organize trainings & capacity building of value chain stakeholders
  • Provide ongoing support to promote commercially viable linkages between the targeted value chain stakeholders (IFAD 4P Model)
  • Provide ongoing support to the project team in implementation of approved business plans

Farmers’ Organizations (FOs), Village Producers Groups (VPGs), and Valley Producers Associations (VPAs) will connect with private sector companies for contract farming through signed purchase agreements. Developing bankable business proposals will be essential to address aggregation, quality, and marketing challenges. This strategy aims to build capacities and networks for sustainable production growth, increased incomes, job creation, and poverty reduction. The 4P model prioritizes grassroots farmers, maximizing their profitability by enhancing productivity and output.
